STCs are created at the time of installation and can be traded on the open market. The value of the certificates fluctuates depending on supply and demand, but they can generally be sold to electricity retailers or other entities that have obligations under the RET. By selling the STCs, homeowners and businesses can help offset the upfront cost of installing the Solar panel system.

The number of STCs a system is eligible for is determined by the Small-scale Technology Percentage, which is set annually by the Clean Energy Regulator. This percentage is based on the amount of renewable energy the government aims to achieve through the SRES.

It is important to note that the SRES is subject to regular reviews, and there have been discussions about potentially phasing out the scheme in the future. However, as of now, the SRES remains a key Solar Rebate program in Australia, providing financial incentives for the installation of small-scale renewable energy systems.
